Question: 

In texWins, when I click "Download Workspace" and 
then choose just the workspace or the complete TeX file, neither
will open as a .pdf. Why not?

Answer:

Because both of those files are ascii (text) files. They can be
edited with a textfile editor, such as Wordpad (set it to .txt, not
.rtf). Down load the .pdf file when invited to do so by texWins.
(When you create a .pdf on the server by pressing Preview, you see
the invitation to download the .pdf).
